Mahmud Ali’s first, country’s 53rd budget presentation today


Finance Minister Abul Hasan Mahmud Ali is going to give a budget of 7 lakh 97 thousand crore rupees for the financial year 2024-25. He is the 18th finance minister of the country. Abul Hasan Mahmud Ali will present the budget for the first time as the finance minister. This is the 53rd budget of the country. The size of the budget has increased every year in keeping with the times. Naturally, the budget of the next financial year is going to be the biggest budget of the country.

Although the size of the budget for the fiscal year 2024-25 has increased, the deficit is decreasing. Compared to the proposed budget of the current fiscal year, the deficit in the next fiscal year’s budget is estimated to be Tk 5,785 crore. Without grants, the budget deficit is estimated at 2 lakh 56 thousand crores. However, the total deficit including grants will stand at 2 lakh 51 thousand 600 crores. That is, the target of receiving a grant of Tk 4 thousand 400 crore is being considered for the next financial year.

To meet the deficit, the target of foreign debt is 1 lakh 27 thousand 200 crores. 36 thousand 500 crores of foreign debt will be repaid. In this, the net foreign debt will stand at 90 thousand 700 crores.

1 lakh 60 thousand crores of domestic debt will be taken. Out of this, 1 lakh 37 thousand 500 crores will be taken from the banking system, of which 72 thousand 682 crores are long-term loans and 64 thousand 818 crores are short-term loans. 23 thousand 400 crores of non-bank loans will be taken. The target for sale of savings bonds is Tk 15,400 crore.

In the budget of the financial year 2024-25, the interest payment cost of the loan is estimated at 1 lakh 13 thousand 500 crores. Out of this, interest on domestic debt is 93 thousand crores. And foreign loan interest is 20 thousand 500 crores.

The revenue target in the budget is Tk 5 lakh 41 thousand crores. Out of this, the target of National Board of Revenue (NBR) is 4 lakh 80 thousand crores. 15000 crores of non-NBR tax. And the target of receipt without tax is 46 thousand crores.

In the budget of the financial year 2024-25, the operational expenditure is estimated at 5 lakh 6 thousand 971 crores. Out of this, the recurrent expenditure is Tk 4 lakh 68 thousand 983 crores. And the interest payment of domestic and foreign loans is 1 lakh 13 thousand 500 crores. This time the capital expenditure is estimated at 37 thousand 989 crores.

In the budget of the next financial year, the development expenditure is estimated at 2 lakh 81 thousand 450 crores. Out of this, the scheme will spend 5 thousand 943 crores. Expenditure of special projects other than ADP is estimated at 7 thousand 627 crores. The annual development program expenditure is estimated at 2 lakh 65 thousand crores. And 2 thousand 884 crores will be spent on food programs (non-ADP) and transfers in exchange for work.

According to the information of the Ministry of Finance, Abul Mal Abdul Muhit and M Saifur Rahman gave the most budgets among all the Finance Ministers who presented the budget from 1972 to 2021. Both of them have presented the budget before the nation 12 times.

Late Finance Minister Muhith gave the first budget for the financial year 1982-83. He then presented the budget for the fiscal year 1983-84. And Muhith presented the budget 10 times consecutively from 2009-10 financial year to 2018-19 financial year.

On the other hand M Saifur Rahman 1980-81, 1981-82, 1991-92, 1992-93, 1993-94, 1994-95, 1995-96, 2002-03, 2003-04, 2004-05, 2005-06, 2006- He presented the budget in 07 fiscal year.

In addition, Tajuddin Ahmed 1972-73, 1973-74 and 1974-75, Dr. Azizur Rahman 1975-76, Major General Ziaur Rahman 1976-1977, 1977-78 and 1978-79, Dr. MN Hooda presented the budget for the fiscal year 1979-80.

M Sayeduzzaman 1984-85, 1985-86, 1986-87 and 1987-88, Major General MA Munim 1988-89 and 1990-91, Dr. Wahidul Haque 1989-90, Shah AMS Kibria 1996-97, 1997-98, 1998-99, 1999-2000, 2000-01 and 2001-02 and Dr. AB Mirza Azizul Islam presented the budget for the fiscal years 2007-08 and 2008-09.

AHM Mustafa Kamal served as the Finance Minister before the current Finance Minister Abul Hasan Mahmud Ali. He presented the budget for the financial years 2019-20, 2020-21, 2021-22, 2022-23 and 2023-24.
